首先确保 vpss grp0有视频流

最好保证 已经有一路视频流能推出来

多创一路编码流思路为
将 vpss grp0又绑定给 vpss_chn1

vpss_chn1有绑定给 venc_chn1

这样我们就多创了一路视频流。

这里思路完全正确 可以实现
